Are HEW's expectations realistic?

HEW Charges Discrimination

Throughout the 1970s, NC State instituted changes to its hiring practices, recruitment practices, and management training in order to ensure the university was providing equal opportunities to black employees. In 1973, the university officially became an Equal Opportunity Employer, submitted their first Affirmative Action Plan to the Department of Health, Education, and Welfare (HEW) in 1974, and created a number of committees and organizations to guarantee black employees were treated equally within their workplace. Dr. Lawrence M. Clark oversaw many of these initiatives and continued to fight for more black representation on NC State’s campus.
