Description
The Department of Health, Education, and Welfare (HEW) first levied racial and gender discrimination charges against the Consolidated University of North Carolina in 1970, and the negotiation between the two institutions was still taking place eight years later. The Consolidated University felt the HEW's expectations for changing the administrative practices and racial and gender makeup of the universities' student and faculty bodies were not realistic. The dispute continued until the Consolidated University was finally able to provide a plan for desegregation and gender equality that met the HEW's standards.
