Since the early 1970s, all NCSU faculty were required to fill out an affirmative action report, detailing the hiring process and accounting for all minority and female candidates. However, due to the unique hiring procedures in the NCSU athletic department, Athletic Director Willis Casey did not always follow the correct affirmative action procedure.

I would like to request that you waive all affirmative action procedures for us to hire eight (8) assistant football coaches. As you are well aware, we do not have the time to follow all of these affirmative action rules in this case since we need to get on with our football program immediately.
